ABOUT THE FIGHT
We all want a secure water future. We all want a sound economy. We all want the City of Wichita Falls and the entire Texoma region to prosper.
But building Lake Ringgold won't help us reach those goals.
Building Lake Ringgold will saddle the residents of Wichita Falls and its customer cities with nearly half a billion in debt – for a reservoir they don’t even need! That’s nearly $4,000 for every man, woman, and child in Wichita Falls and its customer communities.
City officials have been saying, “Oh, it won’t be built for years.” But Wichita Falls citizens have already paid millions for engineering work and there’s a lot more to come before the project even has the permits to begin.
On May 10, 2024, the Texas Commission Environmental Quality (TCEQ) granted the City of Wichita Falls a water use permit – even though a Judge had recommended that the permit be denied.
Why did a Judge recommend denying Wichita Falls a permit?
After reviewing thousands of pages of testimony and listening to seven days of cross examination, Administrative Law Judge Christiaan Siano found:

The City of Wichita Falls had not shown a need for the amount of water it requested in the permit.

The population projections for Wichita Falls and the City’s large reserve water supply did not support the City’s claim of future water needs.

Lake Ringgold is oversized, producing a yield that “far exceeds” the City’s projected demand.

The City failed in a number of ways to assess the environmental impacts of Lake Ringgold or to show that the impacts to wildlife and habitats could be mitigated.
Yet, the TCEQ commissioners simply said they disagree with the judge and rubber-stamped the permit.
However, the fight is not over!
NEXT STEPS
State Permit
The landowners and organizations protesting Lake Ringgold plan to file an appeal of the state water rights permit in District Court once all the procedural steps with the state agency are complete. Court cases tend to move slowly, but opponents of the reservoir feel there is a strong case for overturning the permit.
Federal Permit
The City of Wichita Falls must also obtain a federal permit from the US Army Corps of Engineers before reservoir construction can proceed. This process will almost certainly include development of an Environmental Impact Statement (EIS), which will take multiple years. Opponents of the reservoir will be taking advantage of opportunities in the federal process to provide input on why the permit should be denied.
We urge you to oppose construction of Lake Ringgold.
